The Foreign Investors Association of Albania (FIAA) held its annual traditional wishes event for the new year, welcoming members, government officials, international institutions, the business community, and the diplomatic corps. The gathering served as a moment of reflection on the past year and a forward-looking dialogue on Albania’s economic future.
In his address, FIAA’s President Mr. Balazs Revesz recalled the 2025 Wishes Event, where he had underlined that the year would be significant both for FIAA and for Albania. Indeed, 2025 proved historic: Albania successfully opened all negotiation chapters for European Union integration, marking a milestone in the country’s path toward EU membership.
The year also carried special meaning for FIAA, which celebrated 25 years of continuous presence and commitment in Albania. This anniversary fills the Association with pride for its achievements, while also reinforcing its responsibility to look ahead with renewed dedication. FIAA’s mission remains unchanged: to work relentlessly to improve the business climate in Albania, to serve as a strong and credible voice for foreign investors, and to promote entrepreneurial know-how, business culture, and ethical standards.
On this occasion, FIAA also presented the White Book 2025–2029 (4th edition), reaffirming its role as a cornerstone of Albania’s regulatory reform and investment dialogue. Published every four years since 2013, the White Book represents the collective voice of the private sector and serves as a transparent platform for dialogue with public authorities. Its primary objective is to make doing business in Albania easier by identifying unnecessary barriers and proposing concrete, practical reforms. The drafting process ensures objectivity, drawing on the expertise of FIAA professionals and industry experts across diverse sectors.
Executive Summary – White Book 2025-2029
The White Book 2025–2029 highlights FIAA’s recommendations across critical areas such as taxation, inspections, administrative procedures, fiscalization, energy, mining, concessions, telecommunications and data protection. While Albania has seen notable legal progress in recent years, several important laws remain pending. Key challenges persist in policy-making and legislative drafting, particularly regarding research quality, analytical depth, transparency, and timely stakeholder consultation. Addressing these gaps is essential to ensure reforms are effective, predictable, and supportive of Albania’s long-term economic growth.
At the presentation, key messages were delivered by EU Ambassador to Albania Mr. Silvio Gonzato and Minister of Economy and Innovation Mrs. Delina Ibrahimaj, who emphasized the importance of partnership, predictability, and reform completing in shaping Albania’s economic future.
