In December 2022, the Ministry of Finance and Economy shared for consultation the Draft Economic Reform Programme (ERP) 2023-2025. ERP is prepared every year by the Government of Albania, under the central coordination of the Ministry of Finance and Economy and is submitted to the European Commission, within the framework of the commitments that derive from the status that Albania enjoys as a candidate country for membership in the European Union.
The ERP document presents an overview of the macroeconomic and fiscal framework, as well as a list of primary structural reforms for the short term, aimed at boosting competitiveness and inclusive growth. The draft includes the chapter on primary structural reforms proposed in the 2023-2025 ERP draft and the implementation of EU policy guidelines for Albania. The proposed reforms are in accordance with the national and regional strategic documents, the key documents in the process of Albania’s accession to the EU, and the Joint Conclusions of the Economic and Financial Dialogue with the EU. They aim to address the main obstacles in different areas, such as: Public Finance Management; Digital Transformation; Green Transition; Research, Development and Innovation; Energy; Transportation; Agriculture, Industry and Services; Education and Skills; Employment and the Labor Market; Social Protection; Medical Care; Economic Integration and Business Environment and Informality.
Given the importance of the Economic Reform Programme, the consultation process is aimed at ensuring a wide outreach to the various stakeholders, such as Business Associations, Chambers of Commerce, Development and Integration partners, Social partners, Civil Society organisations, etc.
