Seminar on Business Environment Index and Law impact assessment in Albania

In the frame of the cooperation with Business Alliance of Slovakia on the Project, “Improving Business Environment in Albania”, in November 24th FIAA organized a Seminar on the results of the 3 Quarters of 2015. The Seminar’s purpose was to present the results of the quarterly monitoring Surveys on changes in the Business Environment Index in Albania and the identification of key trends and barriers to business.

Sem 2The results referred to the main objectives of the survey, which are the Index of the Business Environment and the Assessment of the Law impact in Albania.

Among the elements which were perceived as most negative are: Law enforcement; Judicial efficiency; Tax Legislation; Understanding, applicability and stability of the legislation; Bureaucracy; Corruption in public institutions; Unfair competition, crime, lack of rule of law; Price Stability; Functionality of public institutions and of political system in the country.

Another analyzed element was Monitoring of the Business Climate in Albania through the impact of economic and social laws and regulations approved during the year by Albanian Parliament. Some of the assessed Laws during the survey’s period, which were perceived with negative impact from business, were the new Law on Value Added Tax 2015; the Income Law and the new Draft Law on Tax Procedures in Albania, while there is positive expectation and perception for the Laws on Strategic Investments, Tourism, on Public Private Partnership and the new Directive on Transfer Pricing law in Albania.

The Slovak experts submitted also comparative analysis of doing business in Albania and Slovakia by bringing the experience of Slovakia and an analysis of the informal economy in Albania.
