Nordic-Albania Green Energy Forum 2026: From Policy Dialogue to Investment Opportunities
Tirana, 14 October 2026 – The Nordic-Albania Green Energy Forum 2026 brought together policymakers, regulators, investors, energy companies and academic representatives from Albania and the Nordic countries to discuss practical solutions for accelerating the green energy transition and strengthening investment cooperation.
Held under the theme “Enabling Sustainable Energy Transition: From Policy to Investment,” the Forum examined how Albania can translate its renewable energy potential into viable projects through effective regulation, modern infrastructure, technological innovation and stronger international partnerships.
The event was organized by the Embassy of Sweden in Tirana, the Norwegian Honorary Consulate General in Tirana and the Foreign Investors Association of Albania (FIAA), with support from the Nordic Council of Ministers and cooperation from Nordic diplomatic representations.
Connecting Nordic Expertise with Albania’s Energy Priorities
The Forum opened with remarks by H.E. Niklas Ström, Ambassador of Sweden to Albania; Marinela Jazoj, Director of FIAA and Honorary Consul General of Norway in Albania; and Ritva Heikkinen, Head of Cooperation at the EU Delegation to Albania.
The speakers highlighted Albania’s investment potential, the importance of predictable business conditions and the opportunities offered by Nordic expertise in clean energy technologies and market development. The EU Delegation also outlined its support for Albania’s energy transition, including a €79 million energy programme and instruments supporting project preparation and infrastructure investment.
Five Panels: From Regulatory Reform to Skills and Leadership
Policy Dialogue, moderated by Etleda Ciftja (Kaja), brought together Deputy Minister Erlind Sulo and representatives of Business Sweden, Norway’s energy authorities, the Danish Ministry of Foreign Affairs and the Energy Authority of Finland. The discussion stressed that legislative reform must be accompanied by transparent permitting, reliable grid access, clearly defined institutional responsibilities and continuous consultation with investors.
Nordic Market Access and Cooperation Models, moderated by Rigela Gegprifti of Statkraft Albania, explored how Nordic institutions support investment, innovation and international business partnerships. Participants highlighted the importance of credible project pipelines, competitive tendering and regional electricity market integration. Swedfund presented its Project Accelerator, offering grant-based support for the preparation of public-sector infrastructure projects, including potential opportunities in Albania.
Investments and Energy Markets, moderated by Ibrahim Halil Kilic, Chair of the FIAA Energy Council, focused on the transition towards a reliable and flexible electricity system. Contributions from OSHEE Group, Statkraft, Wärtsilä, Danfoss and Sortera emphasised the need to combine renewable generation with grid modernisation, storage, regional interconnections, energy efficiency and circular economy solutions. A central message was that increasing installed capacity alone is insufficient without coordinated system planning.
Academia and Talent, moderated by Prof. Dr. Osman Metalla, brought together Albanian and Nordic university representatives to discuss the skills required by the energy transition. The panel highlighted joint research, academic mobility, industry-based training and interdisciplinary education, drawing on existing cooperation between Albanian and Nordic institutions.
Women in Energy Leadership, moderated by Marinela Jazoj, featured business leaders from Statkraft Albania, Voltalia Albanie, Sortera and Green Power Denmark. The discussion demonstrated how inclusive leadership, diverse project teams and professional development contribute to better risk management, stronger community relations and sustainable business performance.
Policy & Investment Lab: Identifying Priorities for Cooperation
The Forum’s concluding working session, the Policy & Investment Lab, was facilitated by Lindita Komani, Advisor to FIAA, with contributions from representatives of the Danish Ministry of Foreign Affairs, the Energy Authority of Finland, Green Power Denmark and the Stockholm Environment Institute.
Building on the discussions throughout the day, the Lab identified several priorities for further consideration: developing a credible pipeline of investment-ready projects, improving regulatory implementation and electricity market flexibility, strengthening institutional cooperation and facilitating partnerships between Nordic companies and Albanian developers.
Participants also explored opportunities involving hybrid renewable energy projects, municipal climate investments, improved local-level data and energy efficiency.
These proposals provide a basis for further dialogue and potential cooperation, rather than representing formally adopted commitments.
Looking Ahead
In his closing remarks, Ambassador Ström highlighted the willingness of Nordic institutions and businesses to explore cooperation with Albanian counterparts and raised the possibility of reviewing progress after one year.
For FIAA, the Forum reinforces its commitment to constructive public-private dialogue, investment climate improvement and international business cooperation in strategic sectors of the Albanian economy.
The Forum’s discussions and proposals will be presented in greater detail in a forthcoming report, providing a basis for further engagement and follow-up on the opportunities identified.
